The initial, very preliminary draft of the "ALERT-2
Product Requirements v0.1" document is now available:

This document specifies the requirements for the next
generation of wireless communication protocols for
automated flood warning systems.

Please read, discuss, and comment on this document.
Your review and comments are important.  They will
help ensure that the ALERT-2 protocols address the
unmet needs of the automated flood warning systems
community.  While I may claim to have some exposure
to the design and implementation of network protocols
and wireless communications protocols, I make no such
claim about hydrometeorology or flood warning systems.
